Explanation of the concept

Circular is an obsolete name for a circular, decree, official decree or letter that is sent to a larger number of subordinate authorities or participants. In diplomacy, a circular or circular note is a special form of letters that communicate to the participating cabinets or, as the case may be, all governments, more important intentions, steps and actions of an international nature. The document is issued either in one copy that circulates, or in many copies sent out simultaneously.
