The village of Horní Police (German: Ober Politz) is located in the district of Česká Lípa, in the Liberec region

The second rosary was built by Josef Rochelt in the current park and had 1,500 beautiful specimens of roses (a list of them is available in German written sources). Josef Rochelt died on July 2, 1886. He also gained merit by being a great supporter of the local school. He founded the school library, which in 1911 had a total of 315 volumes. He bequeathed his property - two houses and the so-called Rochelt Park (the aforementioned rosary), as well as a fortune of 60,000 Austro-Hungarian guilders - to the municipality of Horní Police, with the condition that a foundation for the poor and sick would also be established from this property.

In 1875, the property in Upper Poland passed to Emperor František Josef I. He managed the estate until the creation of independent Czechoslovakia in 1918.

In 1908, a syenite monument was erected in Rochelt's rosary in memory of Emperor Francis Joseph at the expense of the municipality. It was an obelisk with a relief of a ruler. After the abolition of the rose gardens and the establishment of Božena Němcová Park, a plaque of Božena Němcová was installed on this monument, which is currently in the warehouse of the municipal office. The monument is located on a plot that was sold, and when the purchase contract was drawn up, it was also agreed that the monument would be moved from this location to a new location determined by the council at the expense of the municipality.
